Please support funding for Title II and Title IV of the Every Student Succeeds Act

Dear Representative/Senator,

As your constituent, I wanted to inform you that our state’s 2018 Principal of the Year visited Capitol Hill last month along with other distinguished school leaders from across the country to meet with their senators and representatives about the most pressing issues facing principals, teachers, students, and our schools today. As a leader in my school and community, I would like to join them in advocating for a few specific programs that are critical to student success. As you make decisions in the appropriations process about funding levels for FY 2019, I ask that you support funding the Title II, Part A, and Title IV programs to their full authorized levels under ESSA.

Passed in 2015, the bipartisan Every Student Succeeds Act (ESSA) authorizes $2.295 billion annually for Tile II, Part A. That funding supports training, recruiting, and retaining high-quality teachers, principals, assistant principals, and other school leaders. Given the unique role that principals play in ensuring that our nation's teachers are supported, and that our students have a high-quality learning experience through high school in order to be college and career ready, principals must be afforded the necessary opportunities for professional learning and growth as they work to improve teaching and learning in all schools.

Title II already suffered a drastic setback in FY 2017 when $249 million was cut from the program. Even after these harmful cuts, President Trump’s budget has proposed eliminating funding altogether for Title II, Part A. This is not only dangerously shortsighted, it would severely disrupt many states' ESSA implementation plans and hamper our efforts to increase student achievement.

Title IV of ESSA is authorized at $1.65 billion annually, but it has not been adequately funded to that level in recent years. President Trump has also called for its elimination. In addition to technology and well-rounded education, Title IV provides essential funding for school safety initiatives and improvements. After Parkland, Santa Fe, and many other recent incidents of unacceptable violence in our schools, programs like Title IV need support now more than ever.

I ask that you please consider the importance of Title II and Title IV and stand with the 2018 National Principals of the Year and school leaders, educators, and supporters of public education in our state as you make decisions about these programs in FY 2019 appropriations.
